Currently, metacity puts it behind other windows because of the focus stealing
prevention thingie: the method of invoking the dialog (holding the shift key
pressed for N seconds) will always make metacity think that the current window
is to be kept on top, as it is getting input...

Marking as major, since this does get in the way quite significantly.
