Maybe change license of playlist parser library to LGPL?

There's no explicit license for the totem playlist parser library, so one has to assume it's GPL due to the toplevel COPYING. Maybe it's better to make it LGPL? Usually packages have a file COPYING.LIB with LGPL when they want to indicate that installed libraries are LGPL.
Feel free to point contributors to this bug. You have my go ahead for it, only the other contributors need to be asked.

Dunno if I contributed significant code to that module (I probably only made one or two small bug fixes), but relicensing totem playlist parser library to LGPL is fine with me.
