I've just playing with gnome panel's configuration option, I've remove "expand"
at panel which's contained with window list. and of course it's not expanded.
Then i tried to change the size of window list at its prefs.

my resolution is 1024x768.
when i increase the minimum size, the panel is expanding, but when it reach
650+, the panel try to become bigger ad smaller and bigger and smaller again and
it freeze.

i think we should put some limit of minimum size depend on free size available
on a particular panel.

I see the bug now and I know why it's happening.
