Should set the Use24Clock according to the locales

This bug has been opened here: https://bugzilla.ubuntu.com/1833 "When gdm is installed, Use24Clock is always set to false. This does not respect the locale settings."
Copying some comments from the bug at ubuntu... Sebastien: I see two possibilities: 1. set the correct setting in gdm.conf at install time. (I don't know if it's hard or not) 2. change the way this setting is handled: the possible values would be "default", "12hour", "24hour". "default" would use the format defined in the locale (I know where to find some code to find out what is the format in the current locale). I think 2. is better, but it implies to change more code. And we probably should make sure George will be ok to integrate the patch upstream. I'm happy to update the gdmsetup program to add a "default" option if someone can provide the code that can figure out whether the locale specifies a 12 or 24 hour clock should be used.
