Unfortunately I think we'd immediately get complaints about Alt+F1 vanishing.
So I'm a bit inclined to say we need multiple-keybindings-per-action support
first or something.

Um, Frederico posted a patch to handle the Windows key thing in bug 150897... 
though I think we need to handle the stuff he suggests in comments 6 and 9 of
that bug.

The patch in bug 164831 (which Calum and I have both tested and found to work)
allows Alt+F1 and Ctrl+Esc to both launch the menu.  I'm marking as a duplicate
of that bug.
