gucharmap should not default on the language that is alphabeticall first in the
script view. Instead, it should find the script based on the language of the
locale (preferrably using a translatable string that is not displayed to the user).

To make it clearer, for "en" it should default on Latin, for "ru" on Cyrillic,
for "az_AZ" on Latin, but for "az_IR" on Arabic.

While bug 140414 is not an exact duplicate, the approarch described in it would
probably make more sense and this particular issue is mentioned in the comments.
