I think there should be a way to make GtkMenuToolButton set its menu as the
submenu of its toolbar overflow menu item.
Of course I realise there is a conflict with having the menu item activate the
default action -- the one which happens when clicking the tool button, not the
arrow --, so until bug 82162 is fixed, this might have to be an option rather
than the default, or the default action should be present in the submenu too.

FWIW, in the combo box menu style, I chose to repeat the parent menuitem
inside the submenu if it is selectable.
