1. Start GNOME (make sure you have the workspace switcher on a panel)
2. Right-click on the workspace switcher and select Preferences.
3. Change the number of workspaces and close the dialog.

The actual number of workspaces does not change until you restart metacity.

Uh, works for me.  What distro?  Do you have any old daemons running before you
start Gnome (e.g. gconfd, bonobo-activation-server, etc.)?  What version of
Metacity, gconf, and libwnck are you running?  Is this reproducible?
