Create a folder p1, and then in that folder create another folder, p2.
Close p2. Make sure the view in p2 is "view as list."

Now, using the keyboard, open p1 by selecting p1 with the keyboard (using the
arrow keys) and then hitting enter. Once p1 is opened, try and get p2 selected
using the arrow keys.

Expected result:
Hitting down will select p2, and it can then be opened by hitting enter.

Actual result:
Hitting down does not select p2; it draws a dotted-lined box around it, but does
not select it.

User Impact:
User cannot navigate folders that have a single item in them with the keyboard.
They have to use the mouse to select that item and then use the keyboard again
to open it.

I think that this is the same as #131226. Please reopen if it is not.
