According to George, the gdmphotosetup should ensure that the images are
set to the right size, the daemon should not.  The daemon should do the
least amount of work and should really ignore large photos.  That's a
security issue, you don't want an evil or excessively long image dosing the
daemon or the greeter.  This bug has to do with the gdmphotosetup proggie
that sets the picture.

See bug 143618 (now reopened) which is where this bug should be fixed.

Apologies, after talking to George, he clarified that this patch scales
the default icon, not the user icon.  The user icons should not be scaled
in GDM2, but it is okay for the default icon (which only root should be able
to install) makes sense.
