To reproduce:
Open a vfolder location. eg smb://foo/bar
Right click on an item and select "make link"

Behaviour:
Error "Unsupported operation" while creating a link to "smb://foo/bar/quux.doc

Expected behaviour:
If a symlink cannot be created, a .desktop launcher should be created instead.

Rationale:
Currently the only way to make a "link" is to select "create launcher" in the
place where you want the link to appear and then manually add the command
"nautilus vfs://location". Links should be independent of the underlying
mechanism (symlinks, launchers etc).

This is a superset of bug 74275
