How to reproduce:
Download and extract gnucash-1.8.9.tar.gz
cat gnucash-1.8.9/src/doc/design/gnucash-design.info
Notice that it is empty.

This isn't a critical problem; however, 'make all' considers the empty file to
be up to date and will install it. The proper info file can be created with
`make -C gnucash-1.8.9/src/doc/design gnucash-design` or by removing
gnucash-design.info prior to running make. Please either remove the empty file
from future source tarballs or recreate it so that the above extra steps aren't
necessary.

Yeah I missed this in the release. It'll be fixed in 1.8.10 if/when that comes out.

The info file will be packaged, but in its properly generated form. Seems to be fixed for quite some time now.
