Panel size increases considerably when dragged to right

Description of Problem: When a panel is dragged and placed to the right or left side of the desktop, the size of the panel increases considerably. Though, the size when verified through the properties of the panel shows the actual size, the visible area is very large compared to the original size. Steps to reproduce the problem: 1. Click and hold the left mouse button on the top panel 2. Drag the top panel and place it on the right side of the desktop 3. Release the mouse button. Actual Results: Panel size increases. Expected Results: Panel should retain it's original size. How often does this happen? Always
This actually happens when the menu bar is present on the panel. Due to this, when the panel is dragged to the right, the panel extends it's size to accomodate the menu bar. IMO, Either - Panel should retain it's size and truncate the menu bar display. The user should manually increase the panel size to see his menu bar. Or - Let the panel increase it's size, but it should correspondingly indicate when size is verified by right clicking on the panel and choosing properties. Right now, properties of the panel shows the original size of the panel before the drag. Increasing/Decreasing the size of the panel in the properties box has no effect on the panel after the drag.
