Problem:

Switching between windows (Alt+Tab) using the right-hand alt key leaves Metacity
in an inconsistent state. After cycling between windows and then letting go, the
last "selected" window remains in the selected state. It is never raised or
given focus.

Steps to reproduce:

1) Open two or more windows.
2) Use Alt_R+Tab to cycle between them.
3) Let go ;)

Expected results:

Ideally, Alt+Tab should work equally well with either Alt key.
