When totem is restarted, the "Show Controls" (keyboard shortcut: H) isnt 
remembered, and controls are always shown on startup.

That's expected. The UI comes back into a state where the user can discover the
UI (for example, they inavertedely pressed 'H', and don't know how to get the
controls back).
The state should however be remembered when the user saves the session.
