Description of Problem:


Steps to reproduce the problem:
1. open any two windows 
2. overlap one on the other
3. click on the body of the window in the 
background

Actual Results:
window comes to focus and becomes _RAISED_

Expected Results:
window should have focus but not be _RAISED_ and 
stay in the background

How often does this happen? 
always

Additional Information:

it becomes very hard to work with multiple open 
windows, copying and pasting text from one window 
in the foreground to another in the background.

Please see bug 86108, bug 115072, bug 115753 (which contains a patch to enable
such a feature), or any of a large number of other reports about this issue. 
The sort answer is that Havoc first wants patches that do a "best intermediate"
behavior for the majority of users (i.e. do not raise on drag and drop
operations, but raise on click otherwise) before considering such a feature.
