No tooltip for 'Window List' applet grip (handle)?

When mouse is hovered over a window button in the applet, the appropriate tooltip for that window is shown. However, when mouse is hovered over the window list applet's handle, a tooltip like 'Window List' is not shown. Should there be a tooltip for the handle also ? Note: The same applies for the notification area applet handle.
Would such a tooltip be useful?
For a window list applet, it would be useful to tip the user on the applet, atleast when there aren't any windows/dialogs open and only the grip is visible. Similarly for a notification area applet, it would be useful especially when there aren't any notification icons present. Also, it would help to differentiate between the grip of a window list and that of a notification applet, as they both look same in their basic form.

Comment on attachment 35187 [details] [review] Proposed patch This is not correct: the bug is about tooltip on the applet's handle. If you add a tooltip on the entire applet, then there are problems when the tooltips of widgets inside the applet are shown (e.g. tasklist buttons have tooltips). If we want to have tooltips on the handles, we probably need to add some libpanel-applet API.
