I've got the undo/redo code to restore the phase at the same position it was
removed from but the main dialog needs to be able to allow the user to add a
phase in any order (i.e. needs an insert at selected row feature like tasks have.

This really is to keep people happy about the look-n-feel of Phases in that they
may want them displayed in a particular order and not just appended.
