A number of components don't load correctly in Windows.

When opening up GIMP 2.0.1 the following components all bring up the same error message boxes: maze.exe, papertile.exe, gimp-2.0.exe. The message box goes like this: No Disk There is no disk in the drive. Please insert a disk into drive \Device\Harddisk1\DR1.
That's a problem with your installation then and definitely not a problem in the GIMP source code. Please get in contact with the creator of the binary package you are using. This bug-tracker is not about problems with the win32 installer.
