Popup menus are left up when another app is activated on win32 via alt-tab and 
a number of other keyboard based methods.  On X, it seems that the menu relies 
on the key & mouse grabs being enforced, but it's possible to switch apps even 
when an grab is active on win32.  This is the expected behavior on the 
platform so we don't want to prevent app switching even when we could.

On what GTK+ version did you notice this? Presumably 2.4.0, as there is an 
awful workaround in the GTK+ 2.2 branch?
