set_local_only should disable remote protocols everywhere

It's currently not possible to open up a remote url when having set_local_only to false, but it is possible to *autocomplete*, eg nagivate ftps etc. 1) Start a dialog with set_local_only to false 2) Press Ctrl-l, type in ftp://host 3) the gnome-vfs backend will connect to the host and autocomplete

this is not a bug, unless you meant to set local_only to TRUE...
