step are
- create new image (256x256 preferably)
- press CTRL-E to resize image window to image size
- create a guide (horizontal or vertical); place it in the center of the image.
- try to remove the guide by dragging to the sides.  it should go away but it 
doesn't just goes back to where it was.
here's a solution: 
- resize the image window so that the border of the image doesn't touch the 
rules and the scrollbars.
- drag the guid outside to the space between the rulers and the edge of the 
image border (sorry, i don't know what's it called). the guide vanishes.

Could not reproduce this. Maybe it is enviromment (O.S., Window Manager)  
dependent, or a GTK for Windows issue. 
 
I am using GIMP 2.0.0 in KDE 3.1.
