The Transform tools such as Rotate and Shear etc have a popup dialog that
has a nasty tendency of getting in the way, popping up right in front of
what you're working on. A better option may be to have them appear in the
Tool Options palette. Anywhere but right in front of what I'm working on.
Photoshop has them in an unobtrusive panel along the top edge of the
screen. The PS transform tools all operate without the need of dialogs, yet
specific values can be entered at the top.
To apply, the PS way of double-clicking the Transformed object is better
than an OK button on a dialog obscuring the view of what you're working on.

This has been of our list of things to do for 2.0 but we didn't manage
to implement it in time. Did you check if there's a report about it
already? I am pretty sure there's one.

BTW, this goes for the Crop Tool and probably other tools as well.

Wow, that's one helluva URL.
Having some trouble accessing the site from forms at times (no data),
so haven't checked them all, but the summaries don't seem to match.
There are some dealing with things I have noticed too.
I searched against Gimp 2.0pre4 on All platforms. 

You are aware of it and it is being dealt with, that's the main thing.
