Normally when i open a new tab or window, i want to visit a new web page. There are basically two possiblities to do that: by clicking on a prexisting bookmark or by entering a new URL in the location bar. So when I open a window or tab by using the keyboard shortcuts, the cursor should be in the location bar, because it would be convient to just start typing the URL, since my hands are already on the keyboard. Right now, i have to click on the bar with the mouse first, which should be needless, since it is the only place where i can enter text at that moment. I know that this behaviour is not generisable to non empty start page.
