When you enter or leave SSL mode, the lock should blink for some seconds on
the status bar, so these important status changes don't go unnoticed.

1.3.19 will have the location entry change its color for secure sites, it should
be much more visible than the tiny icon even if the icon were blinking.

Speaking for myself the blinking icon completely fails to catch my attention, I
don't even if there's a larger tooltip that pops up when the state changes.  See
the following patches for demonstration (they're mutually exclusive.)

Having just tried these 2 patches, I tend to agree with tko, a flashing security
icon just doesn't catch your attention.

As blinking the icon wouldn't really fix the issue it's no use to do this.  The
location entry gives much better feedback when its visible.  We might need to
think of something for the (rare) case when it's not visible.
