For dialog windows, the icon selector and gtkfilechooser appear behind the
windows. For example, selecting Run Application from the Actions menu and
then clicking the "Run with file..." button brings forth a GtkFileChooser
dialog BEHIND the Run Application one. This is due to the Run Application
window having "On Top" status so the file chooser cannot be brought forward
unless it gets "On Top" status after the Run Application does.
