File _permissions_ can be changed for multiple file selections but file
_ownership_ cannot (ie selecting a bunch of files and setting them all to
the same owner).  This feature would be most useful (among other times)
when migrating home directories from one user to another or to allow groups
of documents created as one user to be accessed/owned by another user.

This has been requested for groups as well in bug 312063.  If/When this is fixed
it should be for both users and groups at the same time.

Is changing ownership of a file even possible for ordinary users without acl
support in nautilus? (I think it's possible with acl, haven't used it myself
though.)

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version of Files (nautilus), then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/nautilus/-/issues/
