When using the crop & resize tool, the dialog that pops up when I start the
selection almost always comes up centered over the image I am working on.
This makes it impossible to see what I am cropping.

So, I have to stop, move the dialog, then go back to the crop tool and
adjust the size.

It would be better if the crop & resize dialog would make an effort to not
come up over top of where I am working.

This is essentially a duplicate of bug #128833
(although #128833's title is somewhat misleading)
