I'm working with Slurp, and the Slurp server is taking so long to answer
some requests (I think in one instance it's waiting for a hard disk to spin
up!) that Pan thinks an article has been removed from the news store. 
Repeated requests will eventually bring up the article requested.  Some
other requests result in astonishing actions.

I'd like some access to the timeouts used in Pan, and would prefer they be
settable on a per-server basis.

Justification for per-server adjustments:  no problems with the Spamcop
news server.

Closing due to lack of interest: this request wasn't seconded
after a "last chance to second these requests" announcement in
pan-users last week.
