Steps to reproduce:
1. Using the mouse, click on a menu (e.g. File in epiphany) and don't move
the mouse.
2. Try to use a mnemonic to activate one of the menu item (e.g. type p to
Print). It doesn't work. To make it work, you need to select one of the
menu items.

When you open the menu with the keyboard (using Alt+F), then the first menu
item is selected, so the typing P (mnemonic for print) does work. The user
will certainly expect the mnemonic to work when you open the menu by
clicking on it with the mouse too.

The issue is discussed in one of the huge maeandering keynav bugs:


bug  89336. I hesitate to mark it as duplicate, since there are so 
many related issues discussed in there.

I have no qualms marking this a duplicate. It is the same bug, really.
