Patch to add highlighting tool

This patch allows a user to overlay highlights on a PDF document using a new highlighting tool. The patch is dependent on the patch submitted in bug #124673 and is against the gpdf-outlines CVS branch. In order to build this feature, "./configure --with-highlighting" must be used. The patch adds a new "Highlight" tool button. When choosen, a user can click and drag rectangle highlights over a PDF document. These highlights are stored in a file based on the PDF's hash and are automatically loaded whenever the PDF is opened. The highlights can be turned off using the annotations side pane.

Evince seems to be emerging as the standard document viewer and is getting more attention. I am no longer maintaining this patch.
