I am not sure how I do it, but it has happened twice so far.  At some point
a launcher tooltip gets "stuck", and it does not disappear after a timeout
as it should.

While the tooltip is stuck, the other launchers don't show any tips. 
However, if I click on a launcher, the "stuck" tooltip disappears and I get
a proper tooltip for the launcher I clicked on.  Unfortunately, this
tooltip also is stuck, so there doesn't seem to be a way to get rid of the
problem once it happens.

This is from a gnome-2-4 CVS build from a couple weeks ago, toplevel
ChangeLog is version 1.586.

Mark: can it be a gnome-panel bug? I don't think we're doing anything
special with tooltips. So might this be a gtk+ bug?

I've seen this in epiphany too. It's not easily reproducable, though...
