Just a few things to add here.

1) You do not need to reboot to make this happen. Logging out of GNOME
(and X) is enough to break all your drawers in one fell swoop.

2) The launchers all become completey unusable in every way except
that its icon is still visible. You cannot even remove them, right
clicking on them brings up the drawer's menu. You can, however, add a
new launcher that will work until you log out.

3) Using 'Add to panel > Launcher from menu', right clicking on an
item, and selecting 'Entire menu > Add this as drawer to panel' is
broken. The drawer gets created and all the icons show up, but are
inoperable as noted above. I think it's related to this bug.

4) This happened specifically with gnome-panel-2.4.0. Reverting to
2.3.90 fixes everything.

Just to confirm, this happens on two of my FreeBSD systems as well.
Once you restart the panel, the launcher icons on drawers are no
longer clickable.

I just looked, and this is actually a dup of #121072 which is fixed in
gnome-panel CVS.
