When the display format for the clock applet is changed such that it takes
up more space the applet does not grow in size accordingly.

To reproduce:
1. Add new clock applet to panel *** see note below
2. Open preferences dialog
3. Select both show date and seconds
4. Close dialog
5. The applet displays something weird

For example, if after step 1 only the time is displayed it looks something
like:
' 19:28 '
After step 3, it looks like:
'Wed Aug'

But the first time the user clicks on the applet "button" to display the
calendar it resizes:
'Wed Aug 27, 19:30:05'

*** note from step 1
Sometimes the clock defaults to display just the time and sometimes date +
time.  I cannot seem to find a pattern or a reason.
