In the bookmark editor, you can't drag a bookmark into a new/empty folder.
 The only way to create a new folder & actually get bookmarks moved into it
is to select the folder & then hit "New Bookmark", which opens the new
folder, then dragging your other bookmarks into the folder & deleting the
"New Site" bookmark.
