I am new to the Gimp and it bothers me to always have to specify the
options I want when I save a file. For example, when saving a JPG image,
the default is set to 75, no progressive, Integer, ... I like to use 85,
progressive, Floating Point, etc

I looked at "pluginrc" and could not find those options. It would be great
if the program kept the last save options and/or allowed us to change the
default save options for all the supported file types

This has already been requested a long time ago in bug #63610 and
several related bugs.  See also bug #119545 for another proposal
related to the Save dialog.

You could dramatically increase your chances of having this bug fixed
by implementing this new feature (or getting someone to implement it)
and submitting a patch to improve the GIMP.
