Alerts advice unsuitable for apps in background

GnomeMeeting runs in the background (visible in the Notification Area) when you close it. (That might be a usability problem of its own, but nevermind for now). The HIG says that alert windows should not have titles, but that leaves the user with no clue about what application is having a problem.
Notabug imo, the primary text ought to provide any necessary information. Setting the title to NULL is bad for screen readers though. I think the general consensus is that there should be a special alert window type and that alerts should use their primary text as their title. The wm shouldn't display the title for windows with NET_WM_ALERT_TYPE but should make it available to screen readers. and yes there is a metacity bug for this.

But a non-visible app usually shouldn't be throwing up alerts.
