Could we have a new panel type, that allows for zooming icons and can be
placed anywhere on the screen?

TOG has a nice article on why zooming icons on the panel actually slow
users down.

gnome has always seemed to be an eyecandy OS... who cares if it 
slows the user down, just make it optional.... linux is about 
choice.. and I know a lot of people who will choose to use this if 
it's added.
