System: RedHat 9/Gnome/Locale en_US.

Description:
Using multi-layout XKB causes GTK apps to fire mneumonics without holding
the ALT key down.

Step:
1. Start gnome-terminal
2. Execute the command line:
setxkbmap -layout "us,cz" -option "grp:alt_shift_toggle"
3. Press alt+shift to switch to Czech
4. With the focus still in the gnome-terminal, pressing 'e' fires the menu
Edit, pressing 't' fires menu Terminal, and so on.

The same happens on gedit and eclipse-gtk. Kate and xterm work fine, that
is why I think this is GTK+ bug.

A dup against the same bug as your last submission :-)

(A different group toggle method wont' trigger the problem)

On further examination, it's a bit different, so making it
a duplicate of the bug of which it is an exact duplicate.
