for some reason the ImageMap plugin allows you to Zoom in to various levels
but does not have any Zoom Out.  

Zoom out is vital for larger images 
Zoom out is essential for small screens.  

hints on how to fix this would be appreciated, 
i have not looked at the code yet.  

Incidentally, why is the Zoom level in ratios (1:1, 2:1, 3:1) rather than
percentages?  
Percentages would helpful if you ever wanted to allow Zoom levels like 75%
which does not look very nice if you want to express it as a ratio.

I agree that zoom out could be useful. Haven't looked at that part of
the code in ages, but I suspect that it shouldn't be too difficult.

Zoom level is in ratios because the Imagemap plug-in GUI was
originally a shameless rip of the MapThis! Windows program. Afaik GIMP
(1.2.x) also uses ratios for the zoom level of images. My proposal
would be to use the same zoom in and out rations for both GIMP and the
Imagemap plug-in.

Can someone change this bug into an enhancement, btw?

Changing target milestone to future (for several of my bugs at once) as
requested by the developers.  
Most of my reports are things that would be nice but non-essentail and certainly
are not blockers for 2.0.
