In the Bookmark Editor of Galeon 1.3.5 on Debian Sid/i386 (current as of
2003/07/19), bookmarks can't be dragged and dropped into new empty bookmark
folders. Once a new folder has one bookmark created in it, it can then have
other bookmarks dragged and dropped into it.
