Evolution summary news links still open in separate epiphany windows,
instead of opening in tabs of current open window.

So, when an epiphany window is already opened, the command line
epiphany "http://www.gnome.org"
should open the page in a new tab, not in a separate window.

-n/-w options should force the respective openings regardless of Open in
new tab setting, but respect it when -n/-w are not present.

Note that this bug is different than bug #115134
