To reproduce:

1. Turn off "Bookmarks Bar" in View menu
2. Bookmarks Bar goes away as expected
3. Click on a link that opens another window (target=_blank)
4. A new Ephy window opens, but with the bookmarks bar again.
  
Opening a new window from Nautilus, Applications window or
File window works as expected however. Only a target=_blank
link will show this behaviour.
