Add support for loading MNG files

I expected "Open ..." to work as well as "Save As ..." to. It would be nice to be able to edit the time interval between layers like you can with some other animation formats.
There is no support for loading MNG files (yet).
Currently, we suggest that if you are creating a graphic from scratch, work using .XCF files and save to MNG when you're ready in a sort of "export to MNG" way. If you need to make fresh changes, you have the XCF copy around. Loading MNG files is a seperate issue as there are several things MNG can do which cannot be represented in an application such as the GIMP. Currently even the MNG save plug-in emulates the GIF save plug-in. There are many features in the MNG specification which can be added, to create an "MNG composer" save plug-in. Maybe someone can try.
Changes at the request of Dave Neary on the developer mailing list. I am changing many of the bugzilla reports that have not specified a target milestone to Future milestone. Hope that is acceptable.
