After downloading and running the Dia application a command window opened 
with a failure notice.  The notice stated "External file null".  If I 
close the command window the Dia application closes as well.  If I leave 
the command window open the Dia applicatiion seems to work.  Could you 
please inform me as to what is wrong?

Please leave the annoying window open - the current dia build 
has some problems because it's mixing c-runtimes.
