gnome-terminal only displays the tabs on the top of the notebook. We should
have at least a gconf key (maybe even a choice in the config dialog) for
which side the tabs go on. Personally, I like them on the bottom.

I'm pretty sure this is a duplicate. 

Before adding prefs we need to put the "pref" keyword on all the 
many current prefs requests and priority queue them and draw a cutoff
line somewhere in the queue.
