Cannot move title bar beyond top of screen in metacity

When using gnome on small screens, sometimes a preference dialog or application window will be too large to fit on the screen. Many times this conceals buttons such as "ok" and "cancel". They typical solution is to use the alt+drag method to move the window so that the top portion of it goes off the top of the screen. Metacity (as of 2.4.34) does not allow the user to forcefully move a window in this way. Combined with the fact that some such windows do not allow for window resizing, it makes for a somewhat frustrating experience. I sympathize with the idea of keeping the window titlebar within the desktop space. However, there are certain cases where this is annoyingly restricting. Perhaps a gconf setting to turn this off would suffice, or some sense of "edge resistance" or snapping so that for most cases, the effect is the same. For my particular case, I am using a sony picturebook with a 1024 by 480 screen. Many dialogs are taller than 480 pixels. Most of the time I can get away with resizing the dialog or hiding the panel temporarily, but it would be nice to just be able to move a window up so that I can see the buttons at the bottom.
