When the GNOME global option is set for "Text beside icons", epiphany
displays the text below icons on the toolbar, causing the toolbar to become
huge.  Whether or not ephy should have its own setting for the toolbars, it
should certainly follow the system-wide setting by default.

marco, does egg provide away to give priority to menu items? should
this be moved to egg?
