The Editor and Web Browser drop-down lists under Applications in the 
Preferences dialog show applications which are used under Unix only.

The Web Browser drop-down should *not* be necessary under Windows. Call 
ShellExecute instead, passing a URL with the Open verb -- this will load 
the user's default browser.

The Editor drop-down should default to Notepad, or alternatively WordPad. 
Users can then add other editors.
