Description of Problem:
If you have two or more screens
a menupanel on any of them makes
it possible to use the space a
menupanel would have taken on
any of the other screens.

Steps to reproduce the problem:
1. Create a menu panel on screen2
2. Try to move window to the top of screen1

Actual Results:
The window is blocked about 20px from
the top of the screen.

Expected Results:
The window should reach the top of the screen.

How often does this happen? 
Always.

I don't know if it's a bug in gnome-panel or in the window manager.

I use metacity 2.4.34, should I report the bug to metacity instead?

No, don't file a bug against metacity. We'll wait for an answer from
Havoc or Mark. And we'll move the bug to metacity if necessary. But it
may be a gnome-panel bug. I really don't know.
